Change control a part of configuration management is bascially used for system and it is not applicable for test scripts as such...

Correct me if I am wrong..

Change control is recommended if the scripts are being sent for internal/ external review. Using change control will enable reviewers to quickly check and confirm if the requested changes have been incorporated in the scripts. It is more to help the reviewer than the person who is writing the scripts. It is also recommended to maintain a version control for the scripts document.
