First of all the data model is change. 7.8 comes with new functionality. let say you can not lock the object individually in 7.7 but now in 7.8 you don't have to lock the whole project. You can simply lock the individual object(Applet, BC, BO...etc) and test it.

but i don't know the reason why people don't use object check in check out instead of project check in check out. when i ask that ques. i don't get satisfactory answer for same.what's making them worried in using object check out.

Siebel is trying to encourage people use Object level Checkin and Check out. This would probably enable users to work on the same project concurrently without having to lock the entire project. At this sounds reasonable.
