Any and all sys audit related discrepancies can and should be resolved using People Books Reference :
How to Run SYS AUDIT report.
For each discrepancy there is a specific set of actions and some of them may involve reaching out to Global Support at Oracle.
In general if there are orphaned records then they need to be verified through app designer that they are really orphans and possibly delete them or recreate their dependent (parent/child) objects and satisfy the discrepancy.
