There is no particular techiniques to estimate the number of test cases required for a project

that mainly depends on test engineer who is writting test cases..

Estimation can be done in many ways. Most common methods are: Effort based or scenario based estimation.

Effort based: Let's say: development effort  * (factor). This factor is drived from to the complexity and the new functionality of the version

Scenario based: No of scenarios *  (factor). This factor is drived from to the complexity and the new functionality of the version

This is infact the question asked in most of the RCA by the qlty team,
To answer your question I feel, the estimation should consider these.
1. No of acceptances scenarios in User stories.
2. Complexity of the requirment.
3. Check the req is impacting any intgration points and related work flows.
