Dear Atanu Banerjee You experience as Network Engineer and your profile is good, there should not be any difficulty in your career growth in networking field, However, with your interest in development, just brushing up in C will not help you to get the desired shift into development. Though shifting to development is possible, It is not recommended for a profile as yours. Remember your interview will be much more difficult and those of freshers. Even if you get into a job, you will probably start afresh again. You may have to work as a programmer.
