  test plan:it is defined as the procedure an tester need to follow before execution of an programme/process.

test design:it is defined as the pilot design an tester need to do before any programme/process to be initiated or started.

in test design test engineers will prepare test cases for their responsible modules

In Test Design step we create test cases and also work on the test data.In Test Plan we plan the order of what test cases we have to carry out in sequential.

test plan: work allocation and setting the goals for testing team

test design: writing the test cases according to test plan

Hi,

   Test Plan is  document which defines  Scope,Stratergy,Entry and Exit criteria,Risks, Roles and Responsibilities, Test Environment,Schedules,Trainning,Assumptions  of the application. 

 Whereas test design includes testcase preparation and execution, and i think preparation of test report also.

     Test plan:A document describing the scope, approach, resources, and schedule of intended testing activities. It identifies test items, the features to be tested, the testing tasks, who will do each task, and any risks requiring contingency planning.

Test design:The design has to meet some preliminary requirements resulting from the approximative character of the distributions of our test statistics.

Test plan gives the details of entire testing process. which tells what to test, when to test, How to test and who has to test what and what areas need to be focussed and priotiry of test case
where test design gives step by step procedure to test a particular function or object along with test data, expected value
