The approach to continuous improvement is best illustrated using the PDCA cycle which was developed in the 1930s by Dr. Shewhart of the Bell System. The cycle comprises the four steps of Plan Do Check and Act It is also called the Deming Wheel and is one of the key concepts of quality.

Plan-Do-Check-Act (PDCA) was made popular by Dr. W. Edwards Deming but the concept of PDCA is based on the scientific method of 'hypothesis' 'experiment' and 'evaluation' (plan; do; check) as developed from the work of Francis Bacon. However it was Walter A. Shewhart that later described the manufacturing process in these terms make it clear that they were specifically based on sound scientific method. Mr. Shewhart also added a fourth principle (act).

Deming himself referred to PDCA as the 'Shewhart Cycle'.

Later in Deming's career he changed the concept of Plan-Do-Check-Act to Plan-Do-Study-Act because he believed PDSA acheived better results.

Six Sigma currently uses PDSA principles.
