Today,when i open the 11i form then i see that system responsibility is disabled, someone has specified the expiry date.so,now what can i do from backhand or fronthand?as soon as reply.

use oracle utility FNDCPASS to reset the password

If Your Responsibility is disable then you have to  just remove to_date under effective dates. But to do this change System Administration responsibility must be on.

Navigation : System Administration -->User-->Detail Responsibility Block.
