yes we can start directly with sales order if we have not configure in sales document type that sales order should creat with reference.

you don't require enquiry or quotation , you can directly start salesorder process.

Normally not required for enquiry & quotation before sale order creation. But this varies from business scenario.

Its not mandatory, but if it is available then its more convineint to put the customer into a right position

It is not compulsory to create inquiry or quotation before creating an order. But in order document if maintaining reference is mandatory than reference document has to maintain before creating order.

SD process starts with enterprice structure and Master Data .I think question what you have put is wrong.Question would have been framed in this manner Do we need enquiry or quotation before we start the sales order process?

No reference document is required to create standard sales order. If client needs we need to customize in VOV8.

no need of enquiry and quotation before sd proccess, if mm process means it needs enquiry and quotation.

It depends on business to business , if one business follow the inquiry and quotation and another business do not follow the same than we design our sap according to the business process either we start from the inq , quot or the sales order.
