x is divided by 299 then remainder is 100.

it means (x+100) when divided by 299 leaves no remainder.....

number is divisible by 299....

now any number divisible by 299 will also divide 23(23 is a multiple of 299) 

(x+100)/23 = x/23 +100/23 = 23+8/23=8/23 (acc to remainder theorm)

remainder = 8.

so 399/23 gives 8 as remainder....

Consider Example :-

23/15 REMAINDER IS: 8

23/5 REMAINDER IS: 3 OR  8/5  i.e REMAINDER of (23/15) / 5
23/3 REMAINDER IS: 2 OR 8/3   i.e REMAINDER of (23/15) / 5

Hence, Remainder of x/23 is

(Remainder Of x/299) / 23

= 100 / 23

= 8

Formula  :
Dividend = Divisor * Quotient + Remaimder .
so acc to given condition , we have , x = 299 * y + 100 
                                                    i.e.  x = 23 * (13 + 4 )y +8
                                                    i.e.  x = 23 * divisor + remainder
thus our remainder is 8
