If you get a "Not on System Console" error; which file do you need to manipulate?

Please try to edit /etc/default/login

Example:
# vi /etc/default/login
# CONSOLE=/dev/console (Insert a comment on this line)

:wq!
You can telnet from anywhere in the network/
