given answer is wrong..

correct ans...

1001+0100=1101+0110=1 0011

since 0110 (6) should be added to convert into BCD number

praveen is adding BCD no.s to binary no.s :)The ans is 1101

Praveen is right. we are supposed to do exactly what he did. For verification convert them to decimal that is 9 + 4 =13 that is in BCD it is 0001 0011.
