When i run all the test cases scheduled, report bugs, and retesting and regression is carried after the bugs are fixed, and when there are no bugs to close.

100 % testing cannot be done on any application, but from the completion point of view we can consider testing complete when

1.                   All the test cases have been executed with a certain pass percentage

2.                   Bugs rate falls below a certain level

3.                   The test budget is depleted

4.                   The deadline is reached

5.                   All the functionalities are covered by the test cases

6.                   All critical and high priority bugs are closed

7.                   Client queries have been resolved

8.                   Life cycle flow of information performs without any errors or data gaps.

You are done testing when the project satisfies its exit criteria.  Exit criteria ensures that the testing of the application is completed and ready and it sets the conditions for test closure.  These conditions vary between industry, company and project.  In my company, the conditions are:

1. The scheduled test end date has been reached
2. All test cases are executed or otherwise accounted for
3. All requirements are met
4. All high priority bugs are closed
5. All representative stakeholders approve and sign off the release
