hi.. 2x+y=8 and 2y=x+3 are perpendiculr to each other...(slope of a line ax+by=c is -b/a) bcz slope of 2x+y=8 is -1/2 and slope of 2y=x+3 is -2 now consider their product=-1/2*2=-1 hence perpendicular...(if product of slopes of two lines is eqal to -1 then the lines are perpendicular)
and also x=4 and y=6 are perpendicular bcz x=4 is parallal to Y-axis and y=6 is parallel to X-axis..
