These answers are probably all correct---if it's SQLServer or Sybase. I don't think the DBMS was identified and for sure the data dictionary/relational catalog/system tables are not standard in naming or contents.

For instance in DB2 it's SYSIBM.SYSINDEXES and SYSIBM.SYSFOREIGNKEYS that holds what is being asked.
