It's simply,
[division value= remaining]
3people(=x) = (3X4) + x
3 = 12 + x <----- put "3"
= 15bullets in total


Answer is 15 Bullets.

so it was,
15 total bullets -> 1person (4bullets used, remainng 1)
-> 1peron (4bullets used, remainng 1)
-> 1person (4bullets used, remainng 1)
