It is the component within XI handling security and routing the request to other services.
if the CMS is not runing than user willnot be able to login to BO's.
if however the CMS is runing but other server not than may login to infoview but receive an error message when they try to open a document and refresh a document.
CMS is a brain of bo enterprise frame work,act as a traffic controller to communicate
with other server in BO frame work.
