I am running Load runner for 15 users..at pending i could see all the 15 users but when it is in initial

I am running Load runner for 15 users..at pending i could see all the 15 users but when it is in initial status only 14 users are added to it...remaining 1 user is still in the pending state...after all the 14 users finishes its task the remaining one user then starts.why is this happening?.is there any solution for this.
